Eleven-year-old Cassidy prides herself on being the bravest kid around and never turns down a reasonable dare. At Camp Pelican she earns the nickname Double Dog for playing to win at truth or dare. But she worries she'll break her promise to her parents to stay out of trouble this summer.

When Lulu arrives at camp, she's so timid she's afraid to enter the cabin. Impressed by Cassidy's daring feats, Lulu vows to become tougher. Unfortunately, her increasingly reckless behavior veers outside the camp rules. Will the two girls' daring ways get them into trouble, or worse, result in someone getting hurt?
